On April 21, 1971 in Washington, DC., the USPS issued this as part of the postal rate increase, this stamp signaled the raising of the international airmail rate from 20 cents to 21 cents per one-half ounce to all parts of the globe except North and South America. It's identical in design to its predecessor, except that the denomination was changed and the color reversed.
